We scope in writing first and then quote a fixed price or a stated rate, so you can compare like with like.
Ask for work in a similar problem space rather than a similar industry, ask who owns the code and hosting at the end, ask what happens when scope changes, and ask to speak to a past client. A team that answers those four questions crisply is usually a safer bet than one with a longer portfolio.
